All fees paid to HKPAPA for any programme or service — including ground school, flight lessons, simulator training, discovery flights, events, computer-based training (CBT) access, administration and booking fees, deposits and course packages — are strictly non-refundable.
Aviation training requires the advance and exclusive allocation of aircraft, fuel, instructor time, regulatory coordination, cross-border arrangements and proprietary training systems which cannot be released, reused or reassigned once reserved. Accordingly, no withdrawal, cancellation, schedule change, personal circumstance, illness (save where required by law), travel issue, visa or border issue, delay or inconvenience shall give rise to any refund, rebate, credit or compensation.
All training hours, lessons, materials and entitlements are valid only for the validity period stated at enrolment for the relevant programme. Entitlements not used within the validity period lapse automatically without refund, credit or extension, unless an extension is granted in writing by HKPAPA at its sole discretion (which may be subject to an administration fee).
Sessions missed without the minimum notice specified at booking, late arrivals and no-shows are forfeited in full and count against the programme entitlement. Repeated rescheduling may be treated as forfeiture at HKPAPA's discretion.
Where HKPAPA cancels or curtails a session due to weather, air traffic control, aircraft availability, maintenance, safety or regulatory reasons, the session will be rescheduled at no additional cost. Such cancellation does not give rise to any refund or monetary compensation, and HKPAPA is not responsible for travel, accommodation or other costs incurred by participants.
Participants removed from a programme for safety, fitness, conduct or disciplinary reasons, or for breach of the Terms and Conditions, forfeit all remaining fees and entitlements without refund.
Fees and entitlements are personal to the enrolled participant and are not transferable to any other person or programme, except with HKPAPA's prior written approval, which may be granted or refused at its sole discretion and may be subject to an administration fee.
Initiating a chargeback or payment dispute in respect of fees properly payable under this policy constitutes a breach of the Terms and Conditions. HKPAPA reserves the right to suspend all Services immediately, and to recover the disputed amount together with reasonable administrative and legal costs.
Nothing in this policy affects any right or remedy which cannot lawfully be excluded or restricted under the laws of Hong Kong. This policy forms part of, and should be read together with, the Terms and Conditions.
