Refund Policy

Strict No-Refund Policy

All fees paid to HKPAPA for any programme—including but not limited to ground school, flight lessons, simulator training, CBT access, administration fees, booking fees, deposits, and course packages—are strictly non-refundable under all circumstances. Aviation training requires advance allocation of aircraft, fuel, instructor time, regulatory coordination, and proprietary training systems which cannot be reassigned once reserved. Accordingly, no withdrawal, cancellation, schedule change, personal circumstance, delay, or inconvenience shall give rise to any refund, rebate, credit, or compensation.

Course Validity and Expiry

Upon enrollment and payment, HKPAPA immediately incurs and commits substantial costs, including but not limited to:

  • Aircraft reservation, maintenance planning and daily parking costs

  • Fuel allocation and pre-purchase contracts

  • Instructor scheduling and guaranteed training slots

  • Access to proprietary systems, including Computer Based Training (CBT), learning materials, and aviation tools

  • Regulatory and operational arrangements with training partners in Hong Kong and Mainland China

Because these resources are reserved exclusively for the enrolled student, HKPAPA cannot release, reuse, or reassign many of these allocations once confirmed. Therefore, refunds are not possible under any circumstances, including but not limited to personal reasons, changes in schedule, work arrangements, or unforeseen travel issues.

Course Validity and Expiry

All training hours, lessons, materials, and entitlements must be utilized within 12 months from the date of enrolment unless expressly extended in writing by HKPAPA. Upon expiry, all unused hours and benefits shall automatically lapse with zero residual value, and shall not be extended, transferred, credited, or refunded.

Operational Delays and Regulatory Restrictions

Students acknowledge that aviation training is inherently subject to weather conditions, airspace restrictions, ATC flow control, aircraft availability, maintenance requirements, Mainland/CAA regulatory directives, security considerations, and cross-border operational constraints.


HKPAPA shall bear no liability whatsoever for any postponement, delay, suspension, or rescheduling arising from such causes, and no refund or compensation shall be provided.

HKPAPA Right to Postpone, Reschedule, or Substitute

HKPAPA reserves the absolute right, at any time and without prior notice, to postpone, reschedule, shorten, modify, or cancel any training activity, or to substitute aircraft types, instructors, or facilities, where required for safety, operational, technical, regulatory, or staffing reasons. No refund, compensation, or alternative entitlement shall arise from such adjustments.

No Guarantee of Training Pace, Solo, Exam Success, or Licence Issuance

HKPAPA makes no representation, warranty, or guarantee regarding:
(a) progress pace;
(b) training completion within any specified timeframe;
(c) achieving solo flight;
(d) passing examinations or evaluations; or
(e) issuance of any licence or qualification.
All outcomes depend on student performance, regulatory standards, and instructor assessment.

Non-Transferability

All purchased programmes, training hours, sessions, entitlements, and materials are strictly personal to the enrolled student and may not be transferred, assigned, delegated, or shared with any other person.

No Compensation for Travel, Accommodation, or Personal Expenses

HKPAPA shall not be responsible for, nor reimburse, any transportation costs, accommodation expenses, visas, meals, work leave, lost time, opportunity costs, or any related personal expenditure, regardless of delay, cancellation, or rescheduling.

Student Responsibilities

Students must ensure:
(a) possession of valid travel documents and permits;
(b) punctual attendance;
(c) compliance with safety standards, instructor instructions, and operational requirements.
Failure to do so shall not constitute grounds for refund, extension, or compensation.

Behaviour, Safety, and Compliance

HKPAPA may suspend or terminate any student's training with immediate effect if the student engages in unsafe conduct, misconduct, failure to follow instructions, disruption of operations, or breaches of HKPAPA policies. In such cases, no refund or credit will be granted.

Force Majeure

HKPAPA shall not be liable for any failure or delay caused by events beyond its reasonable control, including but not limited to typhoons, pandemics, government orders, labour disputes, transport disruption, civil unrest, or regulatory intervention. No refund or compensation shall arise from such events.

Access to Proprietary Materials

Students acknowledge that enrolment provides access to HKPAPA proprietary intellectual property including CBT systems, learning materials, operational briefings, and other restricted training content. Such access is granted solely for the duration of the course and forms part of the non-refundable programme value.

Compliance With Hong Kong Consumer Laws

This policy is drafted to be:

  • Clear, transparent, and fair, consistent with the requirements under Hong Kong’s Consumer Council guidelines and Trade Descriptions Ordinance

  • Reflective of the specialised, non-reassignable nature of aviation training, where refunds are not practical or commercially reasonable

By enrolling in any HKPAPA programme, students acknowledge and agree to this policy in full.

Entire Agreement and Acknowledgement

By enrolling, students confirm that they have read, understood, and agreed to this policy, which forms part of the binding contractual terms governing all HKPAPA programmes. If any provision of this policy is found to be invalid or unenforceable under Hong Kong law, such provision shall be severed and the remaining provisions shall continue in full force and effect.
